Frank Scotton Tran Ngoc Chau
Frank Scotton was a USIS field operations officer in Viet Nam for several years, served in other countries and at Fort Bragg, was a Sverdrup contract employee at USSOCOM following retirement, and is author of Uphill Battle: Reflections on Viet Nam Counterinsurgency (Texas Tech University, 2014). Tran Ngoc Chau was a Viet Minh battalion commander, later Kien Hoa Province Chief for the Republic of Viet Nam, Director of National Rural Development Cadre, elected member of the National Assembly, jailed for advocating an alternative negotiating strategy, detained by the communists in 1975, escaped to the United States in 1979, and is author of Vietnam Labyrinth (Texas Tech University, 2012).The authors express appreciation for having benefited from exchanging views with Rufus Phillips, a key member of the original Lansdale Viet Nam team 1954-1955, Rural Affairs Director for USAID Viet Nam 1962-63, who has recent experience in Afghanistan, and is author of Why Vietnam Matters (Naval Institute Press, 2008).
